Wally graduated from Chemeketa College Building Technology program in 2005 and joined on with WA in early 2006. He currently heads up our residential plan review department and is a residential/commercial building inspector. Wally brings over 20 years experience to WA.

Chuck joined WA in 2006 with a degree from PCC Building Technology Program. He brings to WA over 20 years experience in construction. He is ICC certified in plan review with commercial/residential inspecting and residential/mechanical inspecting. Chuck is currently working as the Construction Manager for the Beaverton Round project, and several other similar projects in the area.

Jim Byerley

Jim came to WA in 2004. He graduated from Florida State with a Bachelor of Arts in Architecture. He was licensed in Florida as an architect before heading to Oregon. Jim is a retired senior plans examiner from Lake Oswego and Oregon City. His has over 30 years of veteran experience with various types of buildings and construction types and is currently supervising the plan review department of WA. Jim is also the overseer of Astoria & Warrenton jurisdictional plan review and inspecting.

Leonard Brogden

Leonard came to WA in 2005. He attended classes at both Tillamook Bay and Portland Community Colleges. He received an associates degree in building tech. Leonard has over 25 years of construction experience. In addition to performing plan review, he is a building inspector for all areas in Tillamook County.

Terre is the head Building Official in the cities of Astoria, OR and Warrenton, OR. He is licensed in residential structural, plumbing and mechanical inspections, and is a residential plans examiner as well. Terre has been with Winstead and Associates since 2005.
